Stephen founded Powder House Advisory to secure Florida’s Live Local “Missing Middle” property tax exemptions for institutional multifamily owners.

No one has a decade of Live Local experience — the law only took effect in July 2023. Stephen has spent the past two years working the exemption end-to-end, taking 380 units across two institutional assets from unit-level eligibility analysis through state certification, county filing, and approval. And because the exemption must be re-earned every year, every filing is built to survive recertification.

Before founding the firm, Stephen spent two years running asset management for Hayden Glade, a private real estate investment firm, and nine years at EY-Parthenon focused on real estate M&A advisory and valuations. He is a certified Tax Credit Specialist (TCS) through the National Center for Housing Management.
